π 1. Overview of the Boilers Act, 2025
The Boilers Act, 2025 (Act No. 12 of 2025) provides for the regulation of boilers, safety of life and property from the danger of explosions of steam boilers, and uniformity in registration and inspection during manufacture, erection and use of boilers in the country.

π 6. Conditions Before Manufacture
A boiler or boiler component cannot be manufactured unless the statutory conditions are met.
Manufacturing premises must have specified design and construction facilities. Design and drawings require certification by the inspecting authority. Materials, mountings and fittings must conform to prescribed specifications, and persons undertaking welding must hold the required welders certificate.

An owner intending to register a boiler must engage an inspecting authority for inspection at the erection stage. The inspecting authority follows the prescribed inspection and certification procedure.
Where erection conforms to the applicable standards, a certificate of inspection is granted. Where it does not conform, the inspecting authority may refuse certification after directing the required modifications or rectifications and recording the reasons where the deficiencies remain uncorrected.

The Act sets conditions before repair of boilers and boiler components. Repair premises must have prescribed facilities, design and drawings must meet applicable standards, and repair materials, mountings and fittings must meet specified requirements.

An owner of an unregistered boiler must apply to the Inspector with the drawings, specifications, certificates and other documents required by regulations, along with the prescribed fee.
The Inspector fixes an examination date within the statutory period and gives the owner the required notice. Following examination, the Chief Inspector may register the boiler and assign a register number or refuse registration with reasons.
On registration, a certificate authorising use may be granted for a period not exceeding twelve months and at a maximum pressure specified by the Chief Inspector. A specified economiser or unfired boiler integral to a processing plant may be authorised for up to twenty-four months under the condition stated in the Act.
π§ 10. Alteration, Addition & Renewal
No structural alteration, addition or renewal may be made to a registered boiler unless authorised in writing by the Chief Inspector, except where the Act permits the work under the supervision of a competent person.
For steam-pipes and other boiler components, the owner must submit written details of the intended alteration, addition or renewal. Such work is to be carried out by a person possessing a boiler repairer certificate under the supervision of a competent person.

If an accident occurs to a boiler or boiler components, the owner or person in charge must report it in writing to the Inspector within twenty-four hours.

Act No. 49 of 2007, dated 12 December 2007, introduced important changes relating to competent persons, inspecting authorities, competent authorities, welder certification, manufacture, erection, inspection and repair of boilers and boiler components.
A Gazette notification dated 7 October 2010 brought the specified remaining provisions associated with the 2007 amendment into operation. The framework included provisions connected with recognised Inspecting Authorities and Competent Persons for boiler inspection and certification.
